The EU Commission recomends to Member States to achieve a high level of protection for consumers, players and minors through the adoption of principles for online gambling services and for responsible commercial communications of those services, in order to safeguard health and to also minimise the eventual economic harm that may result from compulsive or excessive gambling.
This Recommendation does not interfere with the right of Member States to regulate gambling services.
